what u have to do to assign a cost center to a splitting structure is select the cost center , edit>> assign then keep cursor on the splitting structure u want to assign and click assign icon again
to allocate a cost center to activity go to transaction kp26 and run the cycle once with relevant cost center and activity , feed in plan activity and price

I think you want to assign a cost center to an activity so that it can you can use the same in PP. If that is the case then you have to plan the activity. Put in any value for activity/costs and the activity and cost center are assigned
