Use
Budgeting rules reduce the budget made available by full-time equivalents.
Prerequisites
The following IMG activities must be carried out in the Customizing of Position Budgeting and Control:
· Define Budgeting Rules
· Assign Budgeting Rules to a BS Element Type
· If you are working with position plans with financial years, you can only define budgeting rules if the budget has budget execution status proposed, released, provisionally released or under revision.
Features
There are event-controlled and date-controlled budgeting rules. You create event-controlled budgeting rules if you do not know when the budget can be reduced when you create the budgeting rule. This is the case, for example, if a position is to be dissolved as soon as the person holding the position changes department. If an event-controlled budgeting rule is created for a BS element, the number of the corresponding full-time equivalents appears in the column Flagged Budget. Once it is activated, the number of full time equivalents appears in the column Effects Budget.
An event-controlled budgeting rule must be activated. By delimiting a position that is financed by a budget structure element with an event-controlled budgeting rule, the system leads the user to the function Activate Budgeting Rule. However, it is also possible to activate budgeting rules when processing a position plan.
In a position plan with a financial year, a budgeting rule can only be activated when it has the status released.
If the budgeting rule should be valid from a specific date, create a date-controlled budgeting rule. This budgeting rule does not have to be activated separately. It is effective in the validity period, that it, the system reduces the current budget by the number of full-time equivalents entered for this period.
You define whether a budgeting rule should be event-controlled or date-controlled in the IMG activity Assign Budgeting Rule to Budget Structure Element.
Activities
To define a budgeting rule for a budget structure element, choose the following from the SAP Easy Access screen: Human Resources ® Personnel Management ® Position Budgeting and Control ® Personnel Budget Plan Management ® Position Plan ® Change and then click on the tab page Budgeting Rule.
Example
You have a budget structure element with budget from a full time equivalent in your budget. The position Accounting Clerk is financed from this budget and is held by Mrs. Miller. Mrs. Miller is going to retire on June 30 of the current year. The position will be then obsolete and the budget used to finance this position can be saved. You can block the budget from July 1 by defining a date-controlled budgeting rule.
