So as to facilitate the complete support of Budget Execution by SAP for Public Sector, the components Position Budgeting and Control and Funds Management are completely integrated. The commitment documents are posted directly in Funds Management under the functions that exist there, such as the active availability control.
As such, Commitment can be created in the following dimensions of Funds Management:
· Fund
· Funds center
· Commitment item
· Functional area
A multi-level concept is supported when creating commitment documents. This multi-level concept enables you to predict exactly what the expected required funds will be. The required funds are put on a different level, depending on how „strong“ a commitment is (announcement of a predicted staff assignment through a vacancy in contrast to the effective staff assignment).
Funds precommitments
For vacancy positions, the expected required funds can be pre-bound to a period and the expected amount by using a funds precommitment.
Funds commitments
As soon as a holder is assigned to the position, the expected funds requirement can be determined in detail through a payroll simulation. You can then use this determined Requirement to create a funds commitment which reduces the funds precommitment.
Actual results from the payroll
With the posting of the payroll results from Human Resources to Accounting, the real results are posted with reference to the proposed funds commitments.
Funds blocks
Budget that is released, but should not be available directly for other uses, can remain ‚bound’ by using the Funds Block. It is the responsibility of the processor to decide how this budget should be used in future.
If account assignments were changed with the reassignment tool in Funds Management (FM) and you want to transfer these changes to the Human Resources info types, you can use the programs Reassign Info Types for Personnel Planning and Personnel Development (RHRFPM_CHANGE_AA_PCH) and Reassign Info Types for Personnel Administration and Time Management (RHRFPM_CHANGE_AA_PCH).
